Kontrata e Berishës me Podestën/ Braçe: Miliona në këmbim të heshtjes për porositë e kryeministrit

Deputeti i Partisë Socialiste, Erion Braçe, ka premtuar se do të publikojë kontratat e Sali Berishës me dy kompanitë e lobimit, Podesta dhe Patton Boggs.
Braçe thotë se është shokuar kur ka parë në kontratën e Podestës që kushti është që të mbahen sekret porositë e Berishës.
“Kryeministri i Shqipërisë ndodhet që dje në Londër në një vizitë zyrtare që i mungonte një qeverie të Shqipërisë prej shumë vitesh!!
Dje lexova në shumë statuse e më pas në blogje qesendisjen e një mori njerëzish, për fat të keq mes tyre edhe nga ata që thonë për vete “jemi të ditur”.
Thelbi i tyre: këshilltari i kryeministrit të Shqipërisë, që nuk vjen në Shqipëri, por një qeveri që shkon në shtëpinë e këshilltarit!!
Pastaj kostot e kështu me radhë.
Por sot, për të gjithë u bë me dije se kryeministri i Shqipërisë ishte në selinë e kryeministrit të Britanisë, në një takim që synon të rigjejë një aleat të madh të Shqipërisë (politik dhe ekonomik), shumë herët i tillë, prej Luftës së Dytë Botërore.
Nuk pashë kënd të tërhiqte gjithë çfarë kishte shkruar dje.
Pak rëndësi ka kjo.
Nesër në Kuvendin e Shqipërisë do të publikoj dokumentet që tregojnë një marrëdhënie krejt tjetër: Ata lobojnë për mua, unë paguaj me paratë e shqiptarëve lobimin e tyre.
Pra, kontratat mes KM (kështu shkruhet në marrëveshje) dhe kompanive Podesta e Patton Boggs.
Miliona euro për lobim!
As për konsulencë e as për ndihmë. Thjesht, lobim!
Madje me një kusht që më shastisi kur e lexova.
Kompania ka detyrimin të mbajë të fshehtë porositë e KM në përmbushje të kësaj marrëveshje në shërbim të tij!

O Brace, duam pune e jo vizita kortezie…Nje burre shteti nuk kerkon aleat pas 7 muajsh qeverisje. Mos harro se ka qe me 23 qershor e tani vetem llafe. Ka pasur plot 8 vjet kohe per te bere aleat dhe programe konkrete. Tani na duhet nje qeverisje, por akoma nuk ka administrate te kesaj mazhorance. Mos na i gricni nervat sepse i shohim kur dalin nga shtepia lapangjozat e saliut e shkojne ne pune, ndersa ne rrime me duar lidhur.
Nuk eshte puna se duam pa tjeter ne administrate, por krijojeni sistemin qe konkurset neper universitete apo kudo te mos jene te paracaktuara.
çeshte kjo pune, po na ngopni me luge te zbrazura.

Zoti Braçe hiqni dore nga metodat e gazetareve te viteve te para te pluralizmit qe I fabrikonin lajmet tek BAR West-I, pa I faktuar e pa I derguar ne prokurori sa qe kemi filluar te mos besojme tek lajmet dhe tek drejtesia. Shko o burre ne prokurori dhe beni denoncime e luftoni po me kaq zell sa kur jepni lajme dhe per gjyqe te shpejta e per drejtesi. Qeverite shqiptare gjithnje kane lobonte tek te huajt…Is Qemali lobonte(per arye politike te njihej shteti i pavarur) tek Austro-Hungaria, Italia…Zogu tek serbet dje italianet(lobim intereash pushteti dhe intereash ekonomike)…Enveri tek sovjetiket, kinezet( lobim per tju marre pa para ndonje zetor, traktor ose linje fabrike)…kurse pas 1990 lobimet kane qene me se shumti tek amerikanet te cilet e kane doene rende…mendoni se Rama per nje foto me Obamen pagoi 50,000$…dhe keta amerinaet e kane doren shume shume te rende…nje foto me Obamen eshte 50,000$…nje rrahje shpatullsh 40,000$…nje shkelje syri 30,000$….

Request about the lobbying funds transparency
Honorable sirs.
I would like to present “my worry” about a problem that i think doesn’t have to be concern merely to the the Movement for Protection of Universal Rights,but to the entire public opinion as well,a concern about the financing of the foreign companies,financings which receives legal terms such as lobbying.The biggest expenses are conducted by the former primer Berisha through the transfers towards the companies PATTON BOGS and PODESTA GROUP, etc. These transfers are considerable amounts in millions of dollars,most of all taking into consideration for such a small country with an underdeveloped economy as Albania,a country which through the “mechanism” of the former British primer in collaboration with the WB and IMF can be treated as a third world country,together with several other countries such as Ethiopia,Ghana,Haiti,Malawi,Senegal.. I understand the concept LOBBYING,so common for the democratic states,but this concept was even more deformed in its form and contents during the “BERISHA” government.
1)Usually lobbying is related and in its focus are the financial economic interests in favor of the progress of the country through the policies pursued by specific interest groups ,which lobby close to the political groups called “parties”,and not the financing of the foreign companies for their influences in the administration of the powerful countries in return of the personal interests(in the concrete case USA).
2)Lobbying has to do with the national interests,so it doesn’t mean it has to be achieved through the financial means.The effort to achieve a “personal result” by the financing means is called corruption.Should we financially lobby even to be members of the EU,as the membership in NATO corresponds to a transfer of this type..??
3)The transparency during this process must be in the maximum standards,as we have to do with the Albanian taxpayers money ranging in favor to the foreign companies budget,but even to the respective country through taxation of these companies for amounts benefited from the “lobbying activity”.
4)The lack of transparency and uses of the funds for personal interests,for political favors,makes the difference between the concepts lobbying and corruption, between an democratic country and an dictatorial regime.It’s already difficult to make the difference between them,except the fact that the same act when performed and with the purpose defined by the legislation of the countries where is provided this activity is “licensed” and an “legal activity”,otherwise when “unlicensed” must be called corruption.By analogy i take an example that is not very pleasant, the exploitation of prostitution which is called legal when “taxes are paid”, even though “those” who organize ensure an illegal gain, the other side is called a crime when it is organized without the State permission (guardianship) . Fairly the congressman mr. Dana ROHRABACHER introduced it as a concern for the Congress of the US and the Attorney General the issue about “the ticket of the President OBAMA”,which was suspected to be paid by an Albanian “taxi driver” (wasn’t De Niro),a supporter of the policy of the actual Primer RAMA.
With similar concern that i pretend to be clarified the following loans:
a) almost 1.5 million dollars were transferred from the Albanian taxpayers money toward the companies PODESTA and PATTON BOGS,which belongs only to the last year(2013)because earlier on the 2008 ,a year before the elections of the 2009 which corresponds with the tragedy of “Gerdec” , these companies have benefited enormous amounts.
b) the contract for delivery of 479.973 $ for the “Ridge Global LLC” company in the 2007 ,with the aim of the membership in the NATO ,which was achieved in the 2008 …. Personally i think that the membership in an organization is done based on the criteria,not in the “wallet”,even more when it comes to the Albanians money which are administrated by the government and not owned.
c)When it wasn’t passed a day yet from the visit in Tirana (November 2012) of the former U.S Secretary of State,Mrs.Hilary CLINTON,from the Albanian State Treasury were delivered toward the company “Podesta Group Inc” 184.234 $ .The reason ???
The lobbying even if it would be realized under the legal context(which doesn’t exist in our legislation )and for positive means and not “personal interests”,must be conducted nearby the legal representatives of the State.In the concrete case the ambassador of the USA in Tirana declared that he wasn’t related for none reason with the above mentioned companies,because they were the “Albanian government advocates”, while he was representing the US Government interests. ACCURATE AFERMATION !!The legal vacuum in our legislation about this activity called “lobbying” isn’t insignificant ,otherwise in “the best situation” the former primer Berisha’s actions are foreseen by the Albanian Criminal Code(the articles 244,135),so we are dealing with abuse of the state budget,mean the abuse of the moneys of the Albanian taxpayers for his personal interests.The criminal offenses cited are :1)active corruption (art 244 of C.C), 2) stealing through the office abuse (art 135 of C.C) …
Honorable sirs ,i would really appreciate the transparency in the investigation of these transfers made by the governments Berisha toward the lobbying companies and also the answers about this case as well.The lack of response would demonstrate :
1) Contempt for the Albanians who are taxed to pay the foreign companies in order to intervene in their respective governments to support the personal power of “those who are not able to get through democratic means”, ie, by a vote of their citizens during the elections.
2)The lack of “imagination” for an simple response, which personally i could formulate it according to the law and ethics, even if i could live in the midst of “plantation of hashish in burning process”…
The USA has an positive experience related with the problem in question. For the same problem,with the difference that the lobbying was an activity realized within the country,the USA court has sentenced a famous lobbyist as JACK ABRAMOV (2008) for several offenses such as(conspiracy, fraud and tax evasion). The positive result wasn’t only condemnation of those who have deformed the object of this activity,but also the proper functioning of the lobbying activities(very common in USA),which is really difficult to make the comparison between it and the corruption .This created a situation where the president OBAMA itself promised to exclude the senators who had completed the mandate,to exercise the lobbying activity…(a promise which i think will be realized in his third mandate).
Many practitioners say that lobbying is a strategy to be different and achieve goals. From my reading i have come to understand that lobbying is a licensed profession. But is it not lobbying influencing government officials in favor of the lobbyist? If so,is it not a corruptive activity?? In my knowledge, big companies lobby “hiring” the government officials even to the extent the lobbied could change a government policy in favor of the lobbyist influencing the parliament. But the lobbied officials get service fee after resigning power or change of government.So what is the difference between lobbying and corruption??
Corruption is illegally and internationally condemned,although a few school of thoughts argue that corruption is a mean of income distribution in situations where there are big income,creates gaps in societies.But we hear lobbying as a legal profession playing a big role in business and politics.Surprisingly enough, lobbying as a profession is popular in USA which advocates good governance. Good governance means government officials serve the society unbiased. Lobbying on the other hand means making someone biased for self-interest. Corruption,though similar to lobbying,is even more criminal activity as individuals or the corrupters appropriate societies resources (money from tax).It is also the best example of bad governance.Why is then lobbying become a legal business??
Finally,i would let you know than an answer given,shows respect as well for the Movement of the Protection of Universal Rights, rights which are related of the “albanians wallet”,who aren’t yet in aware for who they work for. “The list of payment” is mentioned above,however,it can be enhanced with other unknown information.

Urojme qe javen tjeter te mos ndodhe ndonje aksident me humbje jete sapo te thuash se do te publikosh kontratat. Si shume te shpeshta po behen aksidentet me makine nga Skerdilajd Konomi, Kosta Trebicka, Sokol Olldashi.
Edi Rama ta heqi kete individ se ofendon popullin shqipetar ne thelb duke i quajtur injorante.Te perjashtohet nga politika dhe te merret me hetimet e tij per Saliun jashte saj dhe hallall ta kete po te fitoje si pale publike.Por jo ne nuk mund te peraqesohemi nga njerez arrogant si ky individ.
Po perse more njerez te mire,prishni nervat,Braçe,ate pune ka,as e pjerdh njeri,e as e ngacmon kush.Shekoni me lart.si Byroja qe do ngreje Edi Rama,nuk ka qellim te denoje asnje politikan,pushtetar,por ndonje qe kapet me nje rrenje kanabis tek shtepia.Demagogji,demagogji deri ne themel te shtetit.Kapitalizmi,eshte sistemi qe nuk denon kapitalistin,por puntorin,hallexhiun,kapiatlizmi ka qellim pasurimin me te gjitha menyratmformat,rruge,me grabitje,me vrasje,djegje me luftera e jo te fusi ne burg ata qe e mbajne ne kembe.
